The Uganda National Roads Authority probe committee heard that former Executive Director, Eng. Peter Ssebanakitta on several occasions wrote letters to the evaluation committee asking that requirements on academic qualification and equipment be waived.
All the six companies that bid for the civil works did not comply with the bid requirement of all contractor staff members being registered engineers, with at least Bachelor's degree.
While the next step was to declare a failed procurement and advertise once again, the evaluation committee instead waived the requirement, considering the academic qualification immaterial.
According to the evaluation committee chairman, Eng. William Sande, a letter was written to the head procurement and disposal unit, Dan Mugula requesting for permission to waive the academic requirement which he refused.

Eng. Patrick Mulema, a member of the evaluation committee told the commission that his team ruled out declaring a failed procurement due to the urgency and political pressure of the road.

Dott Services was later selected as the best bidder for the road after a 3rd evaluation committee meeting made a report in support.
