UNEB has said it is not responsible for the poor education standards in both primary and secondary schools. The boardâ€™s secretary Mathew Bukenya said that UNEBâ€™s job is to examine not to supervise and that they are not responsible for the deteriorating education standards.

He however told the committee that UNEB carried out a study and found out that pupils especially in the rural areas are not taught saying that teachers have lost morale of teaching due to poor pay.
He said that it is the responsibility of government to remunerate teachers well and intensify inspection to verify whether students are being taught saying that the issue concerns the examination body as they are the ones to examine students who are not taught.

But Kalungu West MP Joseph Sewungu said that UNEB covers up for poor quality education by refusing to reveal results from UPE and USE schools separately. He said that if UPE and USE schools are the ones failing, government needs to know and look for ways of improving it or redirect the funds in other areas.
