Uganda Muslim Supreme Council Gets New SG

Ramathan Mugalu is the new Secretary General of Uganda Muslim Supreme Council-UMSC. Haji Nsereko Mutumba, the Public Relations Officer, Uganda Muslim Supreme Council, says that Mugalu was appointed by the joint session chaired by Dr. Abdul Qadir Balonde, the UMSC chairperson on Thursday. 

The joint session is comprised of members of the management committee and College of Sheikhs. Mugalu replaces Engineer Sheikh Siraj Zaid Kavuma whose tenure of office expires on January, 23, 2016. Prior to his appointed as Secretary General, Mugalu served as Deputy Secretary for Education and Social Services and later Secretary for Social Services.

Mugalu holds a master's degree in Arts, Community Participation and Strategic Management from Ndejje University. He also holds a degree in Social Works and Social Administration as well as a Diploma in Business Administration. According to the statement, the joint session deferred the appointment of the Deputy Mufti since none of those who applied holds a degree in Sharia or its equivalent as provides in the Uganda Muslim Supreme Council constitution.

Article 6, section C of the UMSC constitution states that a person must have a degree or its equivalent in Sharia from a recognised Islamic University in order to be considered for the office of Mufti. The Committee resolved to extend the tenure of Sheikh Khatwib Mukuluwakika as acting Deputy Mufti for a period of six months.
