RDCs Decry Poor Pay

Resident District Commissioners are allegedly struggling to cope up with their work over poor remuneration. Resident District Commissioners receive close to 2 million shillings, a double cabin pick up and fuel allowances. But some RDC’s who spoke to URN in Western Uganda on condition of anonymity because of the sensitivity of the matter say they are working under hardship because of poor facilitation.

Ben Rubirantwale Kadogo, the deputy RDC Lyantonde says that a number of his colleagues complain about the low remuneration and poor transport especially those operating in remote areas. He says the challenges are worse especially during chaotic periods. Rubirantwale is optimistic that their challenges will be addressed in the ongoing special meetings with RDCs, their deputies and Frank Tumwebaze, the presidency minister.

Peter Mugisha, the Buhweju RDC says that in addition to poor facilitation, he is faced with transport challenges because of the sorry state of roads in his district.

The RDCs want Government to increase their pay saying they have a huge work load, which includes supervising the smooth implementation of government programs. But Frank Tumwebaze, the minister in charge of presidency says the RDC’s claims for a salary increments are unjustifiable. Tumwebaze says that the current salary package for RDC’s is reasonable enough to enable them monitor Government programs without complaining.

He faults the RDCs for failing to perform their duties and resort to clashes with their deputies over petty issues. He says the clashes amongst the RDCs are a clear sign of lack of ideological clarity adding that, his office will not hesitate to recommending their sacking unless they reform.

Currently, there are more than 110 RDCs and their deputies. RDC are representatives of the president in the district.
