Projects Stall as Government Fails to Release Funds for Fourth Quarter

Several projects in Kitgum district have grounded to a halt following the failure by government to release funds under the fourth quarter. The most affected projects include the construction of classroom blocks at several schools and implementation of NAADS activities in the district and town council. Michael Wokorach, the Kitgum town clerk says the funds for the fourth quarter have not yet arrived.

He says that the situation was complicated by the fact that funds for the third quarter were also released late, which affected the implementation of key projects.  Wokorach, however, says projects that have not been completed will be rolled to the next financial year;

He appeals to government to address the situation to enable them achieve basic development in the town council. All the sub-counties in Kitgum district have been affected by the government failure to release funds. Titus Oryema, the Kitgum vice LC chairperson, who also doubles as the district Finance secretary, has acknowledged the problem. He says in the fourth quarter, government only released funds for recurrent expenditure. Oryem wonders why government cut development funds, saying no explanation has been given yet.

Oryema has appealed to the contractors to remain calm saying they will be paid in the next financial year. David Okuraja Omulangira, the Kitgum Chief Administrative Officer says his office has not yet received any official communication as to why the funds have not been released. He says most of the works have stalled because there is no money to pay the contractors to complete the projects.
