Legislators of the ruling National Resistance Movement-NRM have back a proposal recommending the establishment of a photographic register to avoid electoral malpractice in the party primaries. According to the legislator, using a photographic register will eliminate cases of impersonation and multiple voting. The MPs reportedly said this during the NRM caucus meeting at state house Entebbe on Monday afternoon.
The caucus was debating recommendations from a seven member committee chaired by Rose Mary Sseninde, the Wakiso district Woman MP that was tasked by the party caucus to investigate the chaotic NRM primary elections. Other members of the committee are Major General Jim Muhwezi, Felix Okot, Nakayenze Connie Galiwango, Teopista Nantongo, Chris Baryomunsi and Stephen Tashobya.
According to sources, the committee report recommends the establishment of a photographic register as one of the measures to eliminate electoral fraud. Sources in the meeting indicate that the prime minister Amama Mbabazi who also doubles as the NRM secretary general opposed the proposal of establishing a photographic register citing financial constraints.
However, Museveni who was reportedly in a rush to attend a function in Kiboga allegedly directed Mbabazi to put his response to the proposal in writing for discussion in the next the next caucus meeting. David Bahati, the NRM caucus chairperson admits that Mbabazi made clarifications on some issues raised in the report directly concerning his office.
He however, insists that Mbabazi appreciates the need for the establishment of an updated register.

The committee also recommends that the party maintains the adult suffrage system during primary elections saying its can't easily be manipulated and decentralize the nominations of candidates to the districts to avoid congestion at the secretariat.
