Walter Ouna, the NAADS Coordinator in charge of Alero and Anaka sub-counties in the new district of has been arrested for failing to account for more than 20 million shillings in project fees. The National Agricultural Advisory Services (NAADS) is a government program intended to help peasant farmers access information and technology to improve their production. Since its inception in 2002 it has been fraught with cases of embezzlement, fraud and mismanagement. Ouna, the latest NAADS official to be arrested for alleged financial impropriety, was arrested on Sunday by the Kampala-based NAADS anti-corruption unit. Johnson Kilama, the northern regional police spokesman, says Ouna is being questioned for misappropriating 20 million shillings intended for farmers in Alero and more than six million for the program in Anaka. Waiswa Ayub, the police detective leading the anti-corruption unit, says Ouna is being held at Gulu Central Police Station. He says he will be charged this week with embezzlement and corruption. A week ago, the same unit arrested the NAADS Coordinator for Ongako Sub-County in Gulu. The coordinator, Charles Oballim was found drunk in his office. He was released on police bond, but will receive an official reprimand from the Gulu Chief Administrative Officer for being drunk on the job.
