The draws made on Friday by the International Tennis Federation (ITF) placed Uganda's top player Mugabe against the 31-year old Cooper.
Mugabe who was in February this year suspended for six months by the Uganda Tennis Association (UTA) not to feature for the country because of indiscipline reported arrived in the country on Thursday from USA.
