Residents Petition Gen. Saleh Over Mismanagement of OWC Heifers

Residents of Lira district have petitioned the Operation Wealth Creation secretariat and Director General, Salim Saleh over the alleged mismanagement of the 64 heifers disbursed to the district. The petition comes a day after it emerged that district officials shared the heifers disbursed to the district under the program.

 
Those who reportedly benefited from the distribution of the heifers include the Resident District Commissioner, Emmanuel Mwaka Lutukumoi, DPC Ezra Tugume, Deputy CAO Moses Dalili and several councilors including Anthony Ojuka, Richard Omara Awio and Santa Angela among others.
 
James Omara Elem, the Lira district youth councilor who is also the lead petitioner, says the decision by the officials to share the heifers among themselves contradict the guidelines of the program.

 Omara says they want the heifers retrieved from the officials for redistribution to the intended beneficiaries.

Willy Omodo Omodo, a resident of Ojwina Division in Lira town who has also signed the petition wants soldiers implementing the program to be investigated for alleged misconduct. Omodo claims that some of the soldiers have been acting in violation of the implementing guidelines by distributing the inputs to their relatives.
 
Col. John Bosco Omule, the Regional Coordinator Operation Wealth Creation confirmed to URN that Lira district officials got heifers. He however, questions the credibility of the petitioners, saying they are politicizing the program implementation.

He says the leaders have been receiving cows from OWC since 2015. On Thursday, Lira RDC Lutukumoi confirmed receiving the heifer, saying he will use it to fight poverty. 

"Leaders including LC 5 chairperson received it in the first lot. We all got, but I hear people are complaining on why leaders were given cows. Are leaders made out of rock, or cut from tree branches," asked Lutukumoi.

  

"There are certain things which everybody cannot have, if you get a heifer and take it to the village, every month you have to spend Shillings 200,000 buying feeds. Which villager will really raise 200,000/= yet he cannot afford ten thousand shillings?" he asked.
