Lira district has failed to redevelop key historical sites to boost tourism due to lack of funds. In 2012, Lira district council approved a plan to redevelop several historical sites so to attract tourists.
Two of the sites earmarked for redevelopment are Ngetta Hill where the Lango tribal group first settled following the migration from North East and and Barlonyo memorial site in Agweng Sub County where over 300 civilians were massacred by the LRA rebels on February 21st, 2004.

Barlonyo Memorial site is currently managed by the local authorities. Moses Ogwang, the LC I Chairperson Barlonyo Memorial site has asked government to consider redeveloping the site.
The Lango cultural institution led by its paramount chief Yosam Odur at one time also expressed interest to preserve and maintain some major historical sites in the region but to date nothing has been done.
Some of the cultural sites earmarked by the Lango Cultural Institution include a footprint of a child and an adult (Tyen Olum) on Ibuje Hill in Apac district, Kangai village in Dokolo district where Omukama Kabalega of Bunyoro and Kabaka Mwanga of Buganda were captured on April 9th 1899 by British colonialists.
They were then marched to Kampala on their way to exile in the Seychelles Islands. Jacob Okello, a resident of Kangai Sub County in Dokolo Sub County wants government to establish a university in the area and name it after King Kabalega.

Dr. Richard Nam, the Prime Minister of Lango Cultural Institution says their plan to redevelop the sites was crippled due to lack of funds . He says they are in close talks with development partners to facilitate the process. Tourism is one of the major foreign income earners for Uganda.
