Kitgum District Police Commander ASP Moses Oola has been transferred after three years at the station.

The transfer comes days after a petition by Kitgum Resident District Commissioner Christopher Omara against the Kitgum district police leadership which he accused of negligence of duty, extortion from members of the public and insubordination.

The petition followed an outcry by residents and leaders of Bipong village in Kitgum district over alleged Police brutality. They also demanded the immediate transfer of the District Police Commander.  The resident made reference to the arrest of their village chairperson Milton Oketch Ojwang, a community member Peter Lino and a widow, Jackline Anek in connection with the burning of Capernaum Church of God Ministries.

Oola was also accused of commanding the night demolition of a satellite market in Central Division of Kitgum Municipality where over 100 traders lost their merchandise. The traders were defying relocating to the new market at the airfield to pave way for central market redevelopment.

Police Political Commissar, Asan Kasingye visited Kitgum after the RDC's petition and criticized Kitgum police leadership for operating in isolation from the public and district leaders which fueled public frustration against the police.

The news of Oola's transfer has been welcome among leaders and the community alike. Kitgum District Speaker Simon Peter Lowum said that on several occasions, the police failed to implement lawful council resolutions including the district security committee resolution to close down Capernaum Church of all Nations.

Amida Sub County Councilor Emmanuel Oryema accuses Oola of concentrating his energies on minor issues leaving core criminal cases unattended to.

However, Aswa River Region Police Spokesperson ASP Jimmy Patrick Okema said the transfer was a normal one as per police standing orders. Oola has been replaced by Superintendent of Police - SP Moses Bwire, the former DPC of Buvuma district.
