The provisions for scheme of service for Human Resource Management issued on October 12 2012 stipulates that any promotional position in the Human resources cadres requires experience in the human resources field of three years at each level which the officers in question do not possess.
In 2015, the then Kalangala Chief Administrative Officer Allan Ashaba Ganaafa summoned Mukasa for disciplinary action on recommendation from the District Executive Committee. Mukasa was accused of embezzling locally generated revenue from Bubeke Sub County and illegal lumbering. However, in 2016 Atama recommended Mukasa to the District Service Commission Mukasa for appointment to Senior Human Resources Officer.
He was promoted three months later to Principal Personnel Officer in violation of the guidelines on Promoting Human Resource Officers in Public Service. The Public Service Ministry Permanent Secretary, Catherine Musingwire then directed the Chief Administrative Officer Gabriel Atama to rescind the promotion. "Meanwhile, the chief administrative officer is requested to rescind the minutes of the promotion of the said officer since he was erroneously appointed," read the directive from the PS.
However, not date no action has been taken. Now, Kalangala District Chairperson, Willy Lugoloobi has called for the intervention of the Public Service Minister and Permanent secretary.

Lodvic Kiberu, the Chairperson of Kalangala District Business Committee shares the same sentiments. Mukasa said all inquiries should be directed to the District Service Commission and the then Chief Administrative Officer for guidance.
