Infighting Blamed for Poor Service Delivery

The wrangle between the Gulu town clerk and his subordinates has greatly affected service delivery to residents. John Bahengaine, the town clerk Gulu Municipality is embroiled in a wrangle with five junior staff for their alleged refusal to move to the new duty stations. It all started after Bahengaine decided to demote and transfer George Kidega from the post of Senior Accountant in charge of revenue to a lesser post of treasurer in Laroo Division. Other treasurers moved in the reshuffle that has paralyzed council activities include Marvis Ochi from Bardege Division to Gulu Municipal Council as the substantive Senior Accountant in-charge revenue and George Odong.

The stalemate came after Kidega rejected his posting saying that it was a demotion since he is a senior accountant. Kidega is demanding an explanation from the town clerk on whether he has been demoted and also give reasons behind the decision. But as the stalemate remains unresolved, activities like solid waste management at the division levels has been greatly affected.  In Laroo heaps of uncollected garbage litters the area. Richard Okot the councilor for Laroo says activities at the Division have stalled because of lack of a substantive treasurer who is the sole signatory to the council account. He says as a result the division is now faced with the problem of garbage collection.

Alfred Oluba, the LC3 Chairperson Layibi Division says that George Odong, the division treasurer has not honored the transfer on grounds that he has nowhere to go since his counterpart at Gulu Municipal council refused to move to his new duty station in Laroo. Oluba says that he is concerned that the bickering between the town clerk and his junior staff is affecting the delivery of social services because of lack of signatories to sign for the release of the funds.

John Bahengaine, the Gulu town clerk has declined to comment on the impasse insisting that he can only do so after getting a protest letter from the affected junior staff. Kelly Komakech, the Speaker Gulu Municipal Council warns that council is bound to lose money if the affected junior staffs drag the council to court over the unfair manner in which the shake-up was done.

Gulu Municipal Council has been wrecked by poor service delivery. Heaps of garbage litter the streets in the Central Business District and it plunges into darkness as soon as the sun sets.
