IGG Implicates Yumbe officials for Mismanaging UGX 118M Contract

The Inspectorate of Government-IGG has directed the local government ministry permanent secretary to reprimand two Yumbe officials for allegedly mismanaging a contract worth UGX 100M. They are Ely Piwang, the former Yumbe Chief Administrative Officer currently deployed in Nakapiripirit and LC3 chairperson of Odravu Sub County Kassim Ayiku.

A report signed by George Bamugemereire, the deputy IGG shows that Yumbe district entered a contract  with M/S Penury Soul Brothers worth UGX 118.5 M to renovate the Odravu Sub County administration block, Sub county chiefs house and that of the production coordinator, but the contracts were not executed as agreed. According to the report, when the contractor reported for work he was instead directed to reconstruct the administration block and Sub County chief's house but didn't complete the work due to insufficient funds.

Bamugemereire notes that, the contractor was expected to complete the work on 5th August 2012, but it has dragged on to date, which has caused government a financial loss.He therefore directs the local government ministry permanent secretary to reprimand the duo and report back to the Inspectorate of government within 60 days from the date the last was issued. However, Ely Piwang, the former Yumbe Chief Administrative Officer denies any wrong doing.

He says supervision of any construction work lies with the engineering department adding that, he only receives. Asked why only two structures were worked on instead of the three as stated Bernard Ayimani, the Ag Yumbe District Engineer says during the implementation of the contract, the scope of works were changed especially with orders from the sub county authorities led by the LCIII Chairman of Odravu sub county.

He says he tried to explain to the political leadership why they should stick to the project plan but they shut him down.
