Hoima District Property Attached Over Unpaid Court Costs

There was stampede at Hoima district lands office in Kasingo on Thursday afternoon as court bailiffs attached district property over unpaid court costs.
 
The attachment of property comes after the district failed to pay 19 million shillings in general damages awarded to businessman Abdulmalik Mugisa by Masindi High Court in April this year.
 
In 2006, Mugisa sued Hoima district lands office for delayed processing of a land title for his plot 1-3-5, located on Government road in Hoima town.  The lands office instead processed a land title for the same plot in the names of Hoima district local government.
 
For the last seven years, the two parties have been in a legal battle until April this year when court dismissed a defense filed by the district lands office with costs. Court also ordered the district to pay the businessman 19 million shillings.
 
Speaking to Uganda Radio Network on Thursday, Mugisa said he was compelled to seek services of Task Associates from Kampala to attach the district property after delayed payment of the money.
 
Some of the attached property includes two computers, two sideboards, four office tables, seven office chairs and a printer, among others.
 
Meanwhile there was commotion at the district lands office as the court bailiffs escorted by Hoima police officers confiscated the property. District officials led by Joselyne Nyangoma, the district environment officer, exchanged bitter words with the court bailiffs as they unsuccessfully tried to stop them from taking the property.

Hoima district Chief Administrative Officer, George Ntulume, who witnessed the attachment declined to comment on the matter.
 
In July, court bailiffs attached a garbage dumper truck belonging to Hoima Municipality. This was after the municipal council failed to pay 27 million shillings in court costs awarded to Central Ward Councilor Margret Mande for illegal suspension from council.
