Hoima Councillors Accused Of Frustrating Street Parking Fees Collection

Councillors in Hoima Municipality are being accused of frustrating collection of parking fees in town.
 
Hoima Municipality through the Kahoora Division council approved collection of street parking fees last financial year, as a way of generating local revenue and reducing congestion in town. To this effect some provisional parking spaces were gazetted in town and a local contractor Union Networks Uganda hired to collect the fees.
 
According to Jamil Kaabi, the Union Networks Uganda Field Manager, vehicles that park in non-gazetted places are charged shs500 per hour. Kaabi explains that they charge a vehicle which parks for over 5minutes. In gazetted parking spaces there are standard charges that range from Shs3, 000-30,000 depending on the time spent and the size of the vehicle.
 
But the field Manager notes that local politicians, especially municipal councillors are frustrating the exercise. He says many of them park their vehicles in gazetted zones and when they are told pay they refuse saying they are the in charge of the town.

Paul Amanya, the Speaker Hoima Municipal council implores the fees collectors to pin individual councillors so that they are penalized for going against a council resolution. He says no one is above the law, maintaining that even councillors should pay the fees.
 
Mayor Grace Mary Mugasa says she has received complainants from the contractor about some councillors’ refusal to pay the fees. The Mayor reveals that the collection is still being piloted. She says full implementation will be after provision of better parking spaces which will be done during the impending road tarmacking.
 
Hoima town roads will be upgraded and expanded under the World Bank funded Uganda Support to Municipal Infrastructure Development Project (USMID).The road works start next month. Mugasa vows to have such errant owners’ vehicles impounded, when full implementation starts.
