Delayed Opening of Soroti University Bothers Residents

Residents of Teso sub region have asked government to expedite the processes of opening a public university in Soroti district.

The establishment of Soroti University was approved by Parliament and gazetted on July 16 2015.  The government subsequently awarded Complant Engineering and Trade Uganda Ltd; the 18.5 billion Shillings contract to set up structures at the proposed venue in Arapai Sub County.

The construction was expected to be complete by June 2016 but it has since been extended to June 30 2017 due to delayed financial release by the government. Drake Arishaba, the site engineer for Complant Engineering and Trade Uganda, says the 10 billion Shillings advanced to them by the government is exhausted.

The money covered the partial construction of the three structures expected to house lecture rooms, administration offices, workshops and laboratories of the envisaged Science and Technology University. But government has only provided 1.6 billion Shillings in the 2017/2018 financial year leaving a shortfall of 7 billion Shillings.

The shortfall could affect the opening of the institution which was supposed to have its pioneer class in August 2016 and has since failed to admit students due to unfinished construction works.

Paul Okiror, a resident of Atiira Sub County in Serere district is not sure whether or not the university shall open this year for learning.

Soroti district chairman George Michael Egunyu is also concerned about the delays but maintained government commitment to establish the facility.

Juma Hassan Nyene, the University spokesperson is optimistic that the construction shall be completed by June 30, 2017.

The university is supposed to train human resource in Medicine and Allied Health Sciences, Engineering and Science Teacher Education
