The threatened installations include Kasana Playground, Luweero Town Council office block, Luweero public graveyard, Luweero Central market, National Water and Sewerage Corporation offices, the abattoir, Uganda National Roads' Authority weighbridge and Luweero Taxi Park.
The land, measuring 43 acres in total, was separately acquired from individuals and Luweero district land board over twenty years ago. However, efforts to register and obtain titles hit a snag, putting key installations under threat as encroachers took advantage to claim the land.
One resident, Joseph Lwetutte has ordered the town council to vacate 16 out of the 19 acres of land which he says they irregularly acquired. Another individual who had hired a piece of land to make culverts also attempted to process a land title before he was stopped.
Section 58(4) of the Local Government Finance and Accounting regulations 2007 states that the properties of local government shall be properly registered, valued and with titles.
But Paul Mukungu, the chairperson of Luweero Town Council Land Committee says the process was hampered by the loss of land agreements and other key documents. Mukungu adds the only two land titles in their possession were disputed.

Samuel Musasizi, a resident in Kavule zone says that failing to obtain titles for the land in question tantamount to incompetence. He says leaders who failed to secure the titles should take responsibility and resign.
However Luweero town clerk Muluuta Mugagga says that a private firm has been hired to process land titles on behalf of the town council. Muluuta is hopeful that the recent memorandum of Understanding between Mengo and central government will resolve some of the controversies in regard to management of public land.
