According to Mao, the pension coverage is too limited to achieve the primary objective of social protection, adding that the scheme is underfunded and does not provide timely access to benefits.

Uganda currently has the government pension scheme for public servants handled by the Ministry of Public Service. Employees in the private sector are covered by National Social Security Fund (NSSF), but with limited services offered to savers.
This led to calls to liberalize the sector, but the process has not been finalized.
