Councilors Halt Construction of Administration Block Over Allowances

Councilors in Kasese have blocked the construction of the district administration block over their unpaid allowances. The councilors are demanding allowances to the tune of shillings 11.2 million. On Wednesday, the councilors put to task Julius Kithaghenda, Kasese LC 5 chairman and the Chief Administrative Officer Jailes Kahika to explain why they have not received any allowances since June 2010. Kithaghenda tried in vain to convince the councilor that their money was held up by the local government ministry. As a result, Mustafa Kikusa, district councilor for Kyabarungira sub-county moved a motion that the money meant for the constructing the district administration block be used to clear their allowances. The councilors unanimously supported the motion to use part of the money earmarked for construction the administration block to pay them. Construction of the district administration block was scheduled to begin this week. The plan for constructing the Kasese District Administration block was tabled in 2001 under the leadership of Yokasi Bihandi, former Kasese LC V chairman. But since then, no work has been done. Jailes Kahika, Kasese CAO says that there is only shillings 16 Million that had been earmarked for the construction.
