The elevation of General Edward Katumba Wamala from commander of the land forces to Chief of Defence Forces (CDF) in last night's cabinet and army reshuffle by President Yoweri Museveni has been met with less than satisfaction by leading opposition Members of Parliament from the central region.

Katumba Wamala succeeds General Aronda Nyakairima who moves to the Minister of Internal Affairs docket.

MP for Masaka Municipality Mathias Mpuuga dismisses the appointment of Wamala as CDF as merely a cosmetic change. He says Wamala has been part of the system for a long time even as it meted injustice to him.

Mpuuga suggests that Wamala's elevation is because he has a good personal reputation the government hopes will rub off on the Uganda People's Defence Forces (UPDF).

Mpuuga believes that Wamala is powerless in the army and advises him to retire and serve Uganda in another capacity instead of being hoodwinked.

Mpuuga says that the new assignment given to Gen Aronda as Minister of Internal Affairs replacing Hillary Onek is an indictment of his poor performance over the years.

Busiro East MP Medard Ssegona is more scathing about Wamala in his role as the second most powerful man in the army. He says Wamala does not have any power and the only benefits he will get from the promotion will be a new car and spies in the cover of escorts.

Ssegona also agrees with Mpuuga that this promotion is to hoodwink the Baganda into thinking that they are stakeholders in the army; he added that when president museveni has mutilated the army and its command, Katumba cannot be the commander apart from the President.

About the change of Aronda Nyakairima’s role, Ssegona argues that President Museveni intended to bring Aronda to join Kale Kayihura in Police and continue brutalizing Ugandans that exercise their freedom on the streets by beating them.

He said that this combination of Aronda in Internal Affairs and Kaihura in Police is going to disorganize police more than reorganizing it.
