Ballot papers meant for NRM elections in Kampala have been stolen again.
The papers that were dispatched for the five divisions of Makindye, Nakawa, Rubaga, Kawempe and Central have been found in the wrong hands once again.
Several polling stations in Kampala opened early but polling assistants remained stranded with election materials.
Lt. Teffe Abdul, the head of security NRM says, the electoral commission has to recalled all the ballot papers and to issue fresh ballot papers to the five divisions.

Elections in other areas like Kinkiizi, Iganga and Kanungu have been postponed to Sunday to pave way for timely delievery of the election materials.
