Acting Head Teachers Accuse Soroti DEO of Discrimination

About 25 Primary head teachers and deputies had been acting in Soroti.
 
The district advertised in March 2014 vacancies for head teachers and their deputies. The interviews were done last month.
 
A head teacher who is still acting but declined to be named told Uganda Radio Network that, when the district advertised all the acting head teachers and deputies positions were filled. But when it came to confirmation in their position, priority was given to classroom teachers.
 
Head teachers and deputies were left in acting position.  In fact some were even dropped.
 
 
Another bitter head teacher  says Soroti district will never register good performance in Primary Leaving Examinations (PLE) because the  DEO demotes and transfers appointed head teachers to schools regardless of their grades. 
 
He added that, a substantive head teacher who is supposed to be in grade three is transferred to grade IV  school and the DEO brings somebody of his choice to caretake.
 
Another head teacher pointed out that it is painful to see head teachers who have been acting for a long time suddenly demoted to deputy head teachers.
 
An acting head teacher who was demoted and did not want to be named told URN that, he has been so discouraged by the treatment he is going to retire from the teaching profession.
 
But Everest Okello, the acting Education Officer, Soroti told URN that, all the acting head teachers and Deputies who were not confirmed were underqualified.
 
Okello noted that, those who were not shortlisted did not meet the requirements of District Service commission.
 
He pointed out that, the advert needed persons who had degree in Primary Education.

The DEO also blamed the teachers for being reluctant by not concentrating in reading before they sit for interviews.
 
Okello said the acting head teachers and deputies who had been acting and were not confirmed will revert back to their substantive positions.

Moses Okwatum Emosait, Secretary District Service Commission told URN that, the interviews were conducted professionally.
 
He said the district advertised the posts in March and recruited substantive head teachers and deputies.
