Abim Leaders Call for Operationalisation of Karamoja University

Abim District Council has observed the need for the operationalisation of Karamoja International University.

This follows the death of the founder of Karamoja International University, Prof. Charles Dickens Owiny. Before his death, Prof. Owiny had put up infrastructure that includes halls of residence, public halls, administration block and others for learning processes.

He had also obtained a letter of interim authority from the National Council for Higher Education, NCHE . At the time of his death, NCHE was planning to inspect the university.

Michael Ayepa, the Labwor MP says they are scheduled to meet with the family and other stakeholders to discuss the way forward for the university. He notes that the university will improve on education in the Karamoja region

The operation of the university was one of the main issues of concern raised by mourners during the burial of Prof. Owiny at Alerek on Tuesday. Most of the speakers described Prof. Owiny as great educationist, mentor, big dreamer, an entrepreneur and life achiever. 

Prof. Owiny worked as a Senior Lecturer and the Dean of the Faculty of Education at Kampala International University at the Western Campus, Uganda. He was also Dean of the Faculty of Education at All Saints University Lango in Lira. 

He received his Bachelor of Arts with Education Degree and a Master's Degree in Educational Administration and Planning from Makerere University.

 Previously, he was an Assistant Registrar and also a Senior Lecturer at the then Institute of Teacher Education Kyambogo (ITEK), now Kyambogo University. He earned a Doctorate in Comparative and International Education from the University Of South Africa (UNISA) and specialized in the area of Educational Administration, Management and Planning in the context of Comparative and International Education. 

In 2016, Prof. Owiny contested for Labwor MP seat under the People's Progressive Party but lost to the incumbent, Michael Ayepa.

He is also remembered for starting up a private secondary school in Abim, Alerek Progressive Secondary School, which is one of the academic giants in Karamoja Sub Region.
