2014 Census: Hoima Leaders Call For Transparency

Uganda will carry out the 10th Population and Housing Census from August 28 to September 10 this year. The exercise was called off in 2012 due to financial constraints.
 
Uganda Bureau of Statistics-UBOS is currently on a countrywide launch of the Census 2014 Publicity and Advocacy Campaign. The launch was held in Hoima district on Thursday.
 
But political and religious leaders in the district are calling for proper accountability in the exercise which they believe would involve huge sums of money. Reverend John Kitalibara of Bunyoro Bible Society argues that it’s a habit in Uganda for people manning such programs to embezzle funds.
 
Although Reverend Kitalibara did not cite which funds have been embezzled, up to 60 billion shillings meant for the implementation of the Peace Recovery and Development Program-PRDP and those of the 2007 Commonwealth Heads of Government Meeting-CHOGM were allegedly swindled.
 
Kitalibara says UBOS and other people manning the impending census need to guarantee Ugandans that there will be no such embezzlement in the census funds.

Godfrey Barugahara, the Chairman Kyabigambire sub county, stresses need for the Census funds to be given to respective districts for proper management and accountability. Barugahara says government bureaucracy is always to blame for the mismanagement of some government programs.
 
But Johnson Kagugube, the director in charge district statistics and capacity development at UBOS allayed the leaders’ fears. He says the exercise will involve audits at every stage to ensure that there is proper fund accountability. Kagugube also emphasized that funds to run the census will be sent to districts to avoid any bureaucracies.

Government has earmarked 50.4 billion shillings for the exercise.
