The by elections for the Kamuli LC V chairperson’s seat has attracted 11 contestants, URN has learnt. The contestants have already picked up their nominations papers from the Kamuli Electoral Commission registrar’s office. They are Salaam Musumba, the FDC president in charge of Eastern Uganda, Emmanuel Kalimu Embiro Alfred DP, Thomas Kategere NRM, Simon Ogema, Michael Kifuba Ngabo and Charles Isanga. Others are Fred Bamutire, Godfrey Bamulanze, Dhizaala Kaloli, Ibrahim Mbadhi, and George Kapere, all independent candidates.

Michael Kifuba Ngabo, who contested and lost the NRM primaries citing electoral malpractices, wants the independents to unite and front a single candidate to avoid defeat at the party candidates. According to Kifuba Ngabo all the independents contested in the NRM primary elections but decided to stand because they were not satisfied with the polls results. He says that uniting will give them an edge over the candidates of the various political parties.  Salaam Musumbu, who contested in the 2007 Kamuli by-election and lost, says that she is standing for proper political accountability and better service delivery.

Musumba says that to achieve victory in the November 29th polls, she will sensitize voters to protect their votes.  Thomas Kategere, the NRM candidate says that he is not bothered by the high number of contestants because he is assured of victory. Kategere says that the voters know that he can deliver better services and is sure that they will vote for him. Samuel Kiyingi, the Kamuli District Returning Officer says that the nominations for the by-elections are scheduled for November 1 and 2. The Kamuli LC V seat fell vacant after court nullified the election of Kawugu Kawooya because of lack of the requisite academic qualifications.
