Oola, 48, was in 2016 arrested by a joint security force of the Uganda People's Defence Force (UPDF) and the Uganda Police Force (UPF) on allegations of masterminding attacks on Gulu Central Police Station and army detaches in Lakwana Sub County which left two people dead and eight guns looted.
